Health Care

Todd believes every Pennsylvanian has a right to affordable health insurance. In 2019, Todd supported legislation that established Pennie, a Pennsylvania-based health insurance marketplace available to all state residents to access affordable health insurance. 

Pennsylvania's health care continuum has been under immense pressure since the beginning of the COVID-19 pandemic. Recognizing that our health care facilities were in desperate need of support, Todd voted to allocate hundreds of millions of dollars to long-term care providers to access PPE, testing supplies, infection control measures, and provide hazard pay for frontline caregivers. Additionally, he supported over $200 million in funding for our hospitals to provide recruitment and retention bonuses to ensure our community had the health care professionals needed to keep us safe and healthy. 

Todd also voted to increase Medicaid reimbursement rates for Pennsylvania's nursing homes so that our seniors continue to have access to quality care. 


Todd has consistently voted to preserve a woman's right to make her own health care decisions. This isn't a new development. Over the years Todd has voted to keep health care decisions between a woman and her doctor. He believes in a woman's right to choose and will continue to ferociously defend that right in light of the Supreme Court's decision in Dobbs V. Jackson. Make no mistake: Todd believes government should not insert itself in the exam room as women and their health care providers make personal choices about their bodies.
